I believe the name of this brick is better described here:
http://rebrickable.com/parts/3622px8
i.e. "Package and Green/Blue Stripes Print" (maybe except the "cargo text" at the end).
Also, part 3622px8 is at peeron: http://peeron.com/inv/parts/3622px8

So is the number "3622pb008" proper for this brick?

There's no such thing as a 'proper' part number for a brick, except for LEGO's own ElementID. We are slowly going through all bricks, and making them fully mapped between LEGO LDraw Peeron and BL. We prefer LDraw for older bricks as we use the models, and LEGO information is hard to find for individual bricks pre-2002. We prefer LEGO information for printed and other modern parts [especially minifigs and other stuff that LDraw will almost certainly never get models for].
Keep submitting though, we try and combine mutliple parts like this, that have 3 or four entries, into one, and then give it a rebrickable part number. Dwbrick is the main man for combining parts, and discovering part numbers, I add new parts and renumber, and jantjeuh does techniccy stuff.
