Yes, there is backlash in the pneumatic/PTO switch of about 90°. Thats because of the 7 small gears in sequence after this switch. If you don‘t like it, move the switches to the right side.
Does the motor move and stuck, if you try to drive in high gear? Then there may be a blocking gear or to much friction.
Does the motor move and idle in high gear? Then there may be missing a gear? Or one of the dark grey gears on p.3 step12 is mounted in the wrong direction?

Thanks for your review! But in this case I think, the "4L axle with stop" is the right part to use, as described in the instructions. It is also used in the original 42083 design.
Why would you think a "5L axle with stop" should be used instead?

The gearbox should work exactly as you described it. It works like the real car would do. Just imagine not to move the car by your hand, but to power the car from the motor point of view. The V16 motor always turns the crank shaft in the same direction. In "neutral" the motor turns, but the car stands still. In "Drive" you may select one of the 8 gears. And in "Reverse" you only have and need 1 reverse gear, but the direction should change.
Take a closer look and you will see! I am happy, that you like it!
